Franklin was born 13 Jul 1826 in Kittanning, Armstrong Co., Pennsylvania. He died 30 Dec 1900 in Leechburg, Armstrong Co., Pennsylvania. He was buried Jan 1901 in Kittanning Cemetery, Kittanning, Armstrong Co., Pennsylvania.

He was a major in the Civil War with the 78th Pennsylvania Infanty Volunteers. He saw action at Stone River, where he received his battlefield commission, Chicamauga, Chattanooga, Missionary Ridge, and minor battles in the campaign for Atlanta.

He was acting Governor of Pennsylvania during the adminstration of Governor Curtin. He was an attorney.

Franklin married #14359 Rebecca Jane McElheny.
