Tilmann was born Abt 1627 in Germany. He died 3 Apr 1706 in Solingen, North Rhine-Westphalia, Germany.
The family appear to have been centered in vicinity of Dornsiepen in southeast Solingen. During his lifetime, Solingen was in the Duchy of Berg, a state in the Holy Roman Empire. You can see Solingen in section cD of this 1696 map of the duchy. Berg was part of the Lower Rhenish-Westphalian Imperial Circle. An Imperial Circle was a grouping of territories of the Empire for purposes of common defense and organization within the Imperial Court.
Some list Tilmann's parents as Johann Peter Knepper (1600-1671) and Ada Marie Bertram (1600-1671). Johann's father is said also to be Johann Peter Knepper (b. 1575 in Dornsiepen). Ada's mother and father are listed as being English and French, respectively. I've seen this in a number of genealogy collation sites but with no documentation or source information recorded.
